Section 41(4) in The Delhi Narcotic Drugs Rules, 1985
(4)An addict holding a permit or any authorisation granted by a competent authority of any other State/Union Territory in India and visiting Delhi, may import, without any permit or authorisation from the competent authority in Delhi, opium obtained and possessed under the said permit or authorisation for personal consumption upto the extent authorised in it.
