Section 42(1) in The Calcutta Municipal Corporation Act, 1980
(1)The Municipal Secretary shall be the Secretary to the Corporation and the Municipal Accounts Committee, and shall exercise such powers and discharge such functions as are conferred on him by or under this Act or as may be assigned to him by the Municipal Commissioner.F. Works and Contracts
