Section 21(2) in The Orissa Animal Contagious Diseases Act, 1949
(2)If he confirms the order he may cause notice to be served on the owners, or persons, in charge of all places in which animals are kept temporarily or otherwise, within a radius not exceeding one mile from the infected place, declaring such places to be infected places.
