Section 2(d) in Bihar Journalist Pension Scheme Rules, 2015
(d)"Media person (Journalist)" means;(i)The person (i.e. journalist photographer/editor/news editor/deputy editor/cartoonist), working in any daily/weekly/fortnightly magazine/news agency/electronic media/ news portal/ news channel etc,(ii)Who is a resident of Bihar and resides in Bihar and is retired from any regular or independent (freelance) employment of from any magazine or media channel of Bihar and who is not an Income tax payee.
