(2)The prisoner shall be informed, before release, that his liberation is conditional on the sanction of the Local Government, and that, if such sanction be withheld, he will have to return to prison to serve out the remainder of his sentence. The prisoner's friends shall be sent for and a security bond taken from them, before he is released that they will give him up if required to do so.
