(4)The Community Development and Rural Reconstruction Department shall be the Administrative Department for the scheme and shall be competent to issue clarifications on the provisions of these rules and instructions on the administration of the Scheme or on the management of any orphanage in the State.Annexure-IApplication for assistance for institutional services for welfare of destitute children
