Section 55(1) in Andhra Pradesh Municipal Councils/Nagar Panchayats (Direct Election of Chairperson) Rules, 1986
(1)After the Election Officer has completed the scrutiny and counting of votes, he shall prepare a return of the results of the polling in Form XVII and shall subject to the provisions of Rule 59 declare that the candidate who has secured the largest number of valid votes has been duly elected.
