(3)Notwithstanding anything to the contrary contained elsewhere in this Act, the provisions of this section shall apply in relation to any college not receiving any aid from the State Government or any college established and administered by a minority, whether based on religion or language.] [Sub-Section (2) inserted by West Bengal Act 40 of 1980.]
