Section 2(n) in National Waterways, Safety Of Navigation And Shipping Regulations, 2002
(n)"Owner" means when used in relation to goods, includes any consignor consignee, shipper or agent for the safe custody thereof and when used in relation to any vessel, includes, any part owner, charterer consignee, mortgage or agent in charge thereof;
