Section 14(1) in The Indian Medical Council, Rules, 1957
(1)On the date and the time appointed by the Returning Officer for the Scrutiny of the nomination papers, the candidates and the proporser and seconder of each candidate may attend the office of the Returning Officer, who shall allow them to examine the nomination papers of all the candidates which have been received by him as aforesaid.
