Section 3(2) in The Bangalore Metro Railway (Opening of Public Carriage for Passengers) Rules, 2011
(2)Where the Bangalore Metro Railway Administration is of the opinion that the Bangalore metro railway or part thereof is required to be opened for public carriage of passengers, it shall refer the matter to the Commissioner for inspection and report on the safety of that metro railway.
