Section 29(c) in The Petroleum and Natural Gas Rules, 1959
(c)for the above purpose appoint such agents as may be deemed necessary and authorise them to enter upon the premises and perform the work and for this purpose to take possession of and use any drilling rig, derrick, tools, machinery, and other appliances or materials necessary for the performance of the work which may be upon the location or which may be in the possession or control of the lessee; and
