18. Appeal to Controller.
(1)Any person aggrieved by any order of a registering authority or any other officer authorised by it, may, within thirty days of the order, prefer an appeal to the Controller who shall, after giving the person a reasonable opportunity of being heard, pass such orders thereon, as he may deem proper:Provided that the Controller may entertain an appeal after the expiry of the said period of thirty days if he is satisfied that the appellant was prevented by sufficient cause from filing an appeal within time.(2)Every appeal under sub-paragraph (1) shall be accompanied by a fee of rupees five hundred only or as may be revised from time to time by the Central Government.
