(1)The Deputy Commissioner as the chief executive authority in the District Ls the representative of the Government and has the first call on the Public Prosecutor's professional services. The Public Prosecutor (including Government Pleader and ex-officio Public Prosecutor) shall not therefore accept a brief for the defence, or for an appellant or for an application for revision in a criminal case in any Court including the High Court, except with the Deputy Commissioner's permission in writing previously obtained:Provided that in a case before the High Court, the Deputy Commissioner shall not grant such permission without the prior approval of the Government.
