FACTS
Heard today dated 01.03.2013. Appellant present. The public authority is represented by Shri N.K. Singh, DGM (Pers), Shri S.K. Diwakar, Sr HR Executive and Ms Bimla Prakash, ACLA.
2. The appellant submits that vide order dated 20.09.2012 in File No.CIC/LS/C/2012/000385, the Commission had directed to CPIO to provide him copies of the DPC proceedings and the master charts etc. but this order has not been complied with fully compelling him to file the present appeal. It would, thus, appear that the present appeal is more in the nature of a non compliance complaint.
3. During the hearing, he requests that the following information may be provided to him :
"Certified copies of the DPC proceedings and master charts for promotion to the post of Chief Chemist .w.e.f. 01.01.2007, 01.01.2008, 01.01.2009 and 01.01.2010."
4. The appellant, however, fairly submits that copy of the DPC proceedings has already been supplied to him but the copy of master charts have been provided in a truncated form in as much as copy of the entire master charts in which the names of all officers, who were considered. have been supplied to him.
5. Suffice to say that supply of copy of truncated master charts to the appellant does not serve any purpose. It is common knowledge that promotions are given on the basis of comparative merits. Naturally, the appellant would like to know where he stands vis-à-vis other candidates in the merit criterion. It would, therefore, be just and proper to provide him unexpurgated copies of the master charts covering all the candidates who were considered for promotion in the relevant years after obliterating the marks awarded to other candidates in respect of their ACRs. Ordered accordingly.
6. This order may be complied with in 03 weeks.
