Section 18(2) in The Haryana Canal and Drainage Rules, 1976
(2)Notwithstanding anything contained in sub-rule (1), when water is supplied to forts or other military buildings, cantonments, civil stations, cities, towns, railways, public gardens or other places of public resort, either by filling of tanks or by direct flow, the Divisional Canal Officer shall obtain previous sanction of the State Government for making the contract at special rates.
