(vii)a first class engine driver's certificate of competency granted under the Inland Steam vessels Act, 1917 (1 of 1917) or an equivalent certificate granted under the Indian Ports Act, 1908 (15 of 1908) when the examination is conducted by an engineer and ship surveyor of the Mercantile Marine Department.
