Section 16(1) in The Sardar Vallabhbhai Patel Cluster University, Mandi, Himachal Pradesh (Establishment and Regulation) Act, 2018
(1)The Vice-Chancellor shall be the principal academic and executive officer of the Cluster University. He shall, in the absence of the Chancellor preside over the convocation of the ClusterUniversity and shall confer degrees on persons entitled to receive them.
