- The Commissioner of Excise is authorized to sanction refund of Excise revenue as per delegation of Financial Power Rules. All refunds should be noted against the original payment in the remarks column of the register in which the payment was noted. An order of refund will remain in force for a period of six months and if the refund be not made within this period fresh sanction must be obtained.
