(1)The Mukhiya, whenever he deems fit, may call up special meeting of Gram Panchayat. In addition to this, the Mukhiya on the written request of at least one-third members of the total number of the members of the Gram Panchayat, shall call a special meeting on a date within fifteen days from the receipt of such request,
