(3)Pending disposal of an appeal, the [State Government] [Substituted vide Orissa Gazette No. 333/20.3.1995.] may direct that the order of the licensing authority against which the appeal is preferred under Sub-clause (1) shall not take effect until the appeal is disposed of.
