KHANDURI (GARHWAL): I want to make a request to the House. … (Interruptions) SHRI MADHAVRAO SCINDIA (GUNA): Mr. Speaker, Sir, why don’t you sense the mood of the House from here also sometimes? I would like to make a request to the House. Before the Major Port Trusts (Amendment) Bill, 2000 is brought up- for voting, I would like to appeal to the Government kindly to reconsider. We have moved an amendment. One of my senior colleagues, Shri Priya Ranjan Dasmunsi had talked about the complexities of this Bill and of the many complications, intricacies of this Bill and the number of ramifications it had. We had suggested that it should be sent to the Select Committee. … (Interruptions) MR. SPEAKER: Now we are at the division stage.

SHRI MADHAVRAO SCINDIA : I would like to ask the Government to reconsider it and please send it to the Select Committee. … (Interruptions) MR. SPEAKER: Now we are at the division stage.

SHRI MADHAVRAO SCINDIA : The Government can go into it in detail if it is sent to the Select Committee. Then the Government can come out with a comprehensive Bill. MR. SPEAKER: Now we are at the division stage.

SPEAKER: Yesterday the motion for consideration of the Major Port Trusts (Amendment) Bill, 2000 was put to the vote of the House. Shri Basu Deb Acharia and some other hon. Members pressed for a division. (u2/1735/rsg-rjs) Accordingly, the lobbies were cleared. After clearing of the lobbies, it was observed that only 52 hon. Members were present in the House. Since there was no quorum, the division on the motion was held over. … (Interruptions)

MR. SPEAKER: Now, I will put the motion for consideration of the Major Port Trusts (Amendment) Bill, 2000, to the vote of the House. The question is:

"That the Bill further to amend the Major Port Trusts Act, 1963, as passed by Rajya Sabha, be taken into consideration."

Those in favour will please say `Aye’.

MR. SPEAKER: Those against will please say `No’.

SOME HON. MEMBERS: `No’.

Kind attention of the Members is invited to the following points in the operation of the Automatic Vote Recording System:

1. Before a Division starts, every Member should occupy his or her own seat and operate the system from that seat only.
2. As may kindly be seen, the "Red bulbs above display boards" on either side of my chair are already glowing. This means the voting system has been activated.
3. For voting, press the following two buttons simultaneously immediately after sounding of first gong, viz.,
(i) One "Red" button in front of the Member on the head phone plate; and also
(ii) Any one of the following buttons fixed on the top of desk of seats:
`Ayes’ -- Green colour `Noes’ -- Red colour `Abstention’ -- Yellow colour
4. It is essential to keep both the buttons pressed till the second gong sound is heard and the red bulbs are "off".

The hon. Members may please note that the vote will not be registered if both buttons are not kept pressed simultaneously till the sounding of the second gong.

5. Do not press the amber button (p) during Division.

6. Members can actually "see" their vote on display boards and on their desk unit. In case vote is not registered, they may call for voting through slips. The question is:

"That the Bill further to amend the Major Port Trusts Act, 1963, as passed by Rajya Sabha, be taken into consideration."
