Section 17(1) in The U.P. Directorate of Treasuries Ministerial Service Rules, 1978
(1)Recruitment by promotion to the post of (1) Junior Noter and Drafter/Record Keeper, Reference Clerk; (2) Senior Noter and Drafter; (3) Head Clerk and Stenographer (Selection Grade) shall be made on the basis of seniority subject to the rejection of the unfit through a Selection Committee referred to in Rule 16.
