Section 7(ix) in The Rajasthan State Warehousing Corporation (Staff) Regulations, 1974
(ix)A person who is not found fit for promotion at a particular meeting of the Departmental Promotion Committee, shall not be passed over merely on the ground that he was not found fit at an earlier meeting. Such a person shall invariably be considered afresh at every meeting along with other eligible persons.
