(1)[No prospecting licensee/lessee, shall transfer or sub-let his prospecting licence/lease to any other person] [Substituted by Notification No. 19-1-2003-XII-2, dated 1-9-2005.] nor make any arrangement with any body, whereby even indirectly any right over the leased areas is passed on to any other persons :Provided that the permission for transfer may be granted to the lessee by the Sanctioning Authority on payment of [Rs. 1000/- (Rupees One thousand) to be deposited in the same manner as prescribed in sub-rule (3) of Rule 10] [Substituted by Notification No. 19-1-2003-XII-2, dated 1-9-2005.] and transferee has accepted all the conditions and liabilities which the transferor was having in respect of any such quarry- lease.
