Section 421(3) in Jammu and Kashmir Municipal Corporation Act, 2000

(3)The persons to represent the municipalities in the District Planning and Development Board, under relevant section 45 of the Jammu and Kashmir Panchayati Raj Act, 1989 shall be chosen by the elected members of the municipalities in the District in the prescribed manner from amongst themselves.
