(2)The publication under sub-section (1) of a scheme as approved shall be conclusive proof of the fact that any consent recorded therein has been duly obtained, that the scheme will benefit the area specified therein in that behalf (hereinafter called the benefited area), and that the scheme has in all respects been duly prepared and approved.
