श्री निशिकान्त दुबे (गोड्डा) : उपाध्यक्ष महोदय,अभी लैंड एक्वीजिशन बिल पर बहुत हल्ला हुआ है। मैं जिस इलाके से आता हूं,वहां संथाल परगना टेनेन्सी एक्ट लागू है। वह इसलिए लागू है,क्योंकि वर्ष 1855 में जो संथाल म्यूटनी हुआ था,उस म्युटनी के बाद अचानक अंग्रेजों ने वर्ष 1872 में संथाल सेटलमैंट कमिशन बना। संथाल सेटलमैंट कमिशन के कारण उस इलाके में रहने वाले लोग अपनी जमीन खरीद-बेच नहीं सकते और न ही उसमें स्कूल,कालेज या मदरसा नहीं बन सकता। इसलिए वहां डेवलपमैंट रुका हुआ है। वहां के 70 परसेंट लोग गरीबी रेखा के नीचे हैं।
उपाध्यक्ष महोदय,मेरा आपके माध्यम से यही आग्रह है कि वर्ष 1932 में एक रेस्सल कमेटी की रिपोर्ट आयी थी,जिसने यह कहा था कि आदिवासी को छोड़कर जितने भी गैर-आदिवासी हैं,उनको जमीन खरीदने-बेचने का अधिकार दे देना चाहिए। लेकिन वर्ष 1949 के कानून के बाद भी यह लागू नहीं हो पाया है। मेरा भारत सरकार से आग्रह है कि आप सारे कानूनों में संशोधन कर रहे हैं,तो वे एस.पी.टी. एक्ट में संशोधन करें,जिससे वहां रहने वाले जो दीपू हैं,उनको जमीन खरीदने-बेचने का अधिकार मिल पाये। ...(व्यवधान)

THE MINISTER OF STATE OF THE MINISTRY OF SKILL DEVELOPMENT AND ENTREPRENEURSHIP AND MINISTER OF STATE IN THE MINISTRY OF PARLIAMENTARY AFFAIRS (SHRI RAJIV PRATAP RUDY): Sir, this information has been brought to the House by the hon. Member. I have every reason to believe that he has heard the news that possibly there has been a railway accident and lives have been lost. It is a matter of great concern. Any accident and loss of so many lives is a concern for the Government. We appreciate that you have brought this point. But I do not have the facts with me to respond. Since the sitting of the House is almost virtually coming to an end, I can assure you that the Government will provide all possible relief which is required. We all do understand that if such a grievous situation has arisen, it is a matter of concern. We appreciate your point.

Generally, when the Session is going on and such an incident occurs, the Government informs the House how many people have died; how many people have been injured; what measures have been taken; what the compensation is… (Interruptions)

SHRI RAJIV PRATAP RUDY: Sir, I have been informed by my colleague, Shri Sadananda Gowda that the State Minister for Railways, Shri Manoj Sinha has gone there. We will have to wait till the final situation is told to us. I think the hon. Member would agree that the Government has already responded and the State Minister for Railways has already gone there.
