Section 15(2) in The Orissa Private Secretaries to Secretaries to Departments of Government Rules, 1974
(2)In so far as they are not inconsistent with these rules, the rules framed by the Government from time to time, governing the leave, pension, allowances and other conditions of service of officers of the State services in Orissa, shall apply to the officers of the service.
