Section 9(5) in The Water (Prevention And Control Of Pollution) Rules, 1975
(5)The Member-Secretary may withhold any payment:Provided that [as soon as may be, and in any case not later than three months] after such withholding of payment the matter shall be placed before the Central Board for its approval.
