(4)Application of the Rules: These Rules shall apply to every apartment, building constructed or converted into an apartment by land owner/promoter/ developer for purpose of selling/leasing to other persons all or some part of apartment/building which is used or is proposed to be used for residence, office, practice of any profession or for carrying on any occupation, trade or business or for any type of independent uses.
