Section 49A(5)(b) in The West Bengal Factories Rules, 1958

(b)Every locomotive and tender shall be provided with efficient brakes, all of which shall be maintained in good working order. Brake-shoes shall be examined at suitably fixed intervals and those that are worn out shall be replaced at once.
