(4)An application in Form 'A' for the renewal of licence shall be made so as to reach the licensing authority not less than thirty days before the date on which the licence expires:Provided that the licensing authority may entertain such an application made after the date of licence, if it is satisfied that the applicant was prevented by sufficient cause from filing the application in time.
