(12)whipping provided that the number of stripes shall not exceed thirty in the case of prisoners of or over 16 years of age, and 15 in the case of juvenile offenders :Provided that nothing in the section shall render any female or civil prisoner liable to the imposition of any form of handcuffs or fetters, or to whipping.
