Section 33(1) in The Himachal Pradesh Land Revenue Act, 1953
(1)When it appears to the State Government that a record-of-rights for an estate does not exist, or that the existing record-of-rights for an estate requires special revision, it may by notification direct that record-of-rights be made or that the record-of-rights be specially revised, as the case may be.
