ORAL ORDER
5 07-03-2012On 15.02.2012 this Court passed a lengthy order it is noted as under:-
"On behalf of the State, this Court is assured that by the next date in these cases, positive order for discharge of complete liability under this head would be shown.
Let the Principal Secretary personally swear a compliance affidavit in this regard."
Today, instead of filing show cause of compliance as assured to this Court again pretence of excuse is being given of not paying legitimate dues of the Staff of the University.
Learned counsel for the petitioners submits that only because they are before this Court, they are being meted the step- motherly treatment. In other universities similarly situated persons have been paid. The dispute takes back to 1996, we are in 2012. State is still to come to grips with the facts that teachers of universities are deprived of their legitimate payments and no one seems to be bothered so long as the officers in the Secretariat get Patna High Court MJC No.5203 of 2010 (5) dt.07-03-2012 their remuneration, this is possible only in Bihar, which is a matter of regret and shame.
Let the principal Secretary be personally present to answer rule of contempt on the 14th March, 2012.
