(f)"Vakalatnama" includes a memorandum of appearance or any other document by which an advocate is empowered to appear, act or plead before any court, tribunal, authority or person but does not includes any Vakalatnama or memorandum of appearance filed on behalf of the State Government or an officer representing the State Government.]
