(b)salaries and allowances of the servants of a Zila Parishad, the allowances to be paid to its members, liveries, contributions to the pension and provident fund, gratuities and pensions, if permitted under the rules, the cost of maintainance of the vehicles of the Zila Parishad and all expenditure incidental thereto;
