(5)The recommendation or otherwise, of a sailor shall also be noted on his Recommendation for [promotion] [Substitued by S.R.O. 361, dated 10th November, 1975] and Good Conduct Record Sheet whenever he is transferred to another ship or establishment after he has become eligible forrecommendation.
