Section 5(5) in Delhi Private Security Agencies (Regulation) Rules, 2009
(5)The concerned Deputy Commissioner of Police or the Superintendent of Police or the officer authorized for this purpose, for establishing the identity and for verification of the character and antecedents of the person may make inquiries from the respectable residents within the locality and visit the residence of the person and look into the record of the concerned police station and the record of the District Police Headquarters for verifying the character and antecedents.
