Section 12(2) in THE ALLAHABAD HIGH COURT OFFICERS AND STAFF (CONDITIONS OF SERVICE AND CONDUCT) RULES, 1976
(2)The appointing authority shall invite applications for admission to the competitiveexamination and admit to the examination such candidates as on scrutiny of the applications arefound eligible for recruitment to the post.
