Section 35(1) in The Naval Ceremonial, Conditions Of Service And Miscellaneous Regulations, 1964
(1)Indian Naval Ships shall not on any account lower their flags to any foreign ships whatsoever, unless the foreign ships shall first, or at the same time, lower their flags to them.
