Section 32(2)(ii) in The Nalanda Open University Act, 1995

(ii)Such Regulation shall have effect from the date on which it is approved by the Chancellor after obtaining the advice of the Bihar Inter-University Board, with or without any amendment, or from such other date as the Executive Council may appoint.
