(14)The Director may, during his absence from headquarters, authorise one of the Deans or the senior most Professor present, to sanction advances for travelling allowance, contingencies and medical treatment of the staff and countersign bills on his/her behalf and authorise him/her for assuming such powers of the Director as may be specifically delegated to one of the Deans or the senior most Professor by him/her in writing.
