- Every decision of the Licensing Officer under section 10 for granting or refusing to grant a licence for a fishing vessel or under section 11 or suspending, cancelling, varying or amending such licence and every decision of the Registration Officer under section 12 for registering or canceling registration or under section 13 for granting or refusing to grant permission or terminating permission shall, subject to any appeal under section 17, be final.
