Section 3(xxvii) in The Code of Conduct for Members of the Orissa Legislative Assembly
(xxvii)wishing to address the House or ask a question should raise their hands until they succeed in catching the eye of the Speaker. No member should speak unless he or she has caught the eye of the Speaker and has been called upon by him by name or by a sign to address the Chair or to put the questions;
