As soon as this Act comes into force, Government may, if and when necessary vest the management of elementary school/schools subject to such conditions as may be prescribed, in the local authorities of the area concerned :Provided that nothing in this section shall preclude the right of minorities whether based on religion or language or any private body for managing their own schools.
