Learned counsel for the petitioners submitted that the petitioner- Institutions are running Industrial Training Institutes (ITI) and are thereby providing vocational training to the students in various trades. Learned counsel submitted that the respondents issued notices to the petitioner- Institutions pointing out various deficiencies with respect to their Institutions. In response to the notices, the petitioner- Institutions submitted their explanation to the respondents for the deficiencies pointed out and also informed the respondents that they are ready and willing to join inspection. however, the respondents deactivated their IDs and denied them permission to access to the NCVT MIS Portal necessary for online admission. Consequently, the petitioner- Institutions are not in a position to give fresh admissions to the willing students to the two year ITI Course in the affiliated trade/ units for the academic session 2025-26/27. It was thus prayed that the petitioner- Institutions may be allowed the access to the NCVT MIS Portal for online admission for the academic session 2025-26/27.

Per contra, learned counsel for the respondents submitted that to examine overall performance, efficiency and infrastructural facilities of the petitioner- Institutions, along with all the other private ITIs, were inspected by a team constituted by the Director, Technical Education, Rajasthan. The said team after making inspection of the petitioner- Institutions in the month of December, 2024, found number of deficiencies in running the institutions. On the basis of the deficiencies pointed out by the inspection team in their reports, the petitioner- Institutions were issued show cause notices. After considering the reply/ explanation furnished by the petitioner- Institutions, the State Skill Development and Entrepreneurship Committee (SSDEC) in its 7th meeting dated 25.03.2025 decided to conduct a joint inspection of the petitioner- Institutions.
3. In the meantime, looking at the large number of deficiencies found in the petitioner- Institutions, the SSDEC in its meeting dated 12.06.2025, took a decision to deny admission to the students in the petitioner- Institutions for the academic session 2025-26 only on a temporary basis.

Learned counsel for the respondent submitted that pursuant to the decision dated 25.03.2025 taken in the 7 th meeting of SSDEC, when the inspection team reached to the petitioner- Institutions for joint inspection in the month of June, 2025, the petitioner- Institutions, in writing, refused to get the inspection of the institutions done on the ground that they are busy in the process of giving new admissions. 5. Learned counsel submitted that the report of the inspecting committee will be open and consider by the SSDEC in its 10 th meeting. The respondents whereafter, will permit/ deny admission to the students in the petitioner- Institutions for the academic session 2025-26/27.
6. Heard learned counsel for the parties. Perused the material available on record.

Upon being questioned, learned counsel for the petitioner- Institutions was not in a position to dispute the fact that the petitioner- Institutions denied permission for inspection on the ground that they were either busy in admission process or that they had no prior information about the inspecton. Few of the institutions denied inspection of their institutions on the ground that a joint decision has been taken by all the institutes that they shall not undergo the inspection to be conducted by the respondents pursuant to the decision taken by SSDEC in its 7 th meeting dated 25.03.2025.

In the opinion of this Court, the conduct of the petitioner- Institutions in refusing to undergo inspection in compliance of the SSDEC decision dated 25.03.2025 raises serious concerns with respect to the functioning of the institutions and clearly indicates that they want to run the institutions without there being any control of the affiliating bodies or the SSDEC. No institution can claim it as a matter of right that inspection should be conducted on a particular date and in a particular manner. 9. Consequently, this Court finds no illegality in depriving petitioner- Institutions from admitting the students without first respondents being satisfied that the deficiencies pointed out by the inspection team in their reports have already been removed.
10. The present writ petitions as well as stay petitions stand dismissed.
