KUMARI MAMATA BANERJEE : We do not want to disturb the proceedings of the House. We want that the House should run. We do not have any objection to it. But it is the most unfortunate part of the decision. Last time, this Mahila Bill went to the Select Committee. More than one and a half years have passed. All the political parties have expressed their views in the Select Committee. There are many other Members also who are in favour of minorities and OBCs. We are also in favour of them. If every time this Bill is going to be thrown into the waste paper basket, where is the need for this Bill? Where is the prestige of women in this country that we cannot introduce the Bill? This is a matter of shame. I think, the Chair should tell us the specific date, the specific information and the time-frame as to when this Bill is going to come. We do not have any objection if it is going to be a comprehensive Bill. You can include minorities and OBCs also in this. This Bill should be introduced at least within two days, either tomorrow or day after tomorrow. We want a specific time-frame otherwise, we will allow the guillotine business only. If they bring this Mahila Bill to guillotine, we are not going to allow any other business because it is the prestige of women that is attached to this Bill. What happened yesterday? I appeal to the House to please compensate to what happened yesterday and introduce this Bill. You can give your opinion after introduction of this Bill. We do not have any objection to that. Sir, it is a deliberate attempt to see that this Bill should not be introduced in this House. We have seen the same thing happening in the Eleventh Lok Sabha also. This was the wish of our earlier leader Shri Rajiv Gandhi also that there should be reservation for women. (Interruptions) MR. CHAIRMAN (SHRI P.M. Is it proper that every time in the name of consensus, only the Bill on reservation to women will go to the waste paper box? What is the message going to the Indian people? What is the message going to the other countries that Indian Parliament cannot pass the Bill for reservation to women! What is this? My appeal to this Government is that until and unless this Bill on women reservations is introduced, it will be very difficult. We do not want to disturb the proceedings of the House. But if we do not get any assurance as to when it will be introduced, it will be very difficult for us. We have some commitments to the people also. We want social justice for women. We want social justice for men also. That is why we are asking for 67 per cent reservation for men and 33 per cent reservation for women. We are asking for only 33 per cent for women... We have told the Speaker. We have demanded that he makes a straight announcement here in the House as to on what date we shall have this Bill introduced. This is what we have told the Speaker. Then the meeting was adjourned. We came here and made the same demand. We are even now making the same demand that we are not satisfied with what happened. We want a straight assurance. We are not happy with the decision of deferring it for two days also, but since he has said it we agree to it. But, we want a date fixed for its introduction. This is what we wanted to know from the Speaker.
