Section 31(1) in Assam Panchayat (Constitution) Rules, 1995
(1)The Presiding Officer at each polling station shall immediately before the commencement of the poll, allow the candidates and their appointed Agents who may be present at such station to inspect the ballot boxes to be used at the poll and demonstrate to them that these are empty.
